Standing Committees

Budget and Work Plan Committee

This Committee shall review and prepare recommendations on fiscal year work plans and operating budgets for formal presentation and adoption by the Commission in April (proposed) and June (final). The Committee shall include three members – regulars or alternates – that comprise appointments from each funding category on Marin LAFCo (county, city/town, and special district).

Current Members: Dennis Rodoni, Barbara Coler, and Lew Kious

 Legislative Committee

This Committee shall review and provide information with possible position recommendations on current or pending legislative matters directly affecting LAFCo law or laws LAFCos help to administer with a particular focus on items of specific interest in Marin County. The Committee shall include three members, who may be regular seated members or alternates.

Current Members: Cathryn Hilliard, Craig Murray, and Roger Smith

Policy and Personnel Committee

This Committee shall review and prepare revisions for Commission consideration on Marin LAFCo’s adopted Policy Handbook to address new statutes as well as help ensure appropriate implementation of LAFCo law in Marin County. The Committee shall also convene as necessary in open or closed sessions to address personnel issues as requested by the Commission Chair. The Committee shall include three members, who may be regular seated members or alternates.

Ad Hoc Committees

Ad Hoc Disadvantaged Unincorporated Committee

This Committee as per Senate Bill 244 (2011) reviews cities and counties to address the infrastructure needs of disadvantaged unincorporated communities (DUCs) in city and county general plans and LAFCo Municipal Service Reviews (MSR) and annexation decisions.  

*At this time, there is not a current directive for the committee to meet.  If the need arises, the Chair will make the committee appointments.*

Public/Technical Information Committee

This Committee shall review and provide direction to staff on website design and improvements, and other social media platforms. The Committee shall also review and provide recommendations to the Commission on proposed capital purchases involving computers and related programs.  The Committee shall include three members and may be either regulars or alternates. Termed tasks – including the selection of vendors for specific projects – may be overseen by the Committee on an ad hoc basis.
