Marin LAFCo is seeking proposals for a Feasibility Study and Financial Analysis for the possible annexation by the Tiburon Fire Protection District (District) of the City of Belvedere (City). Q & A Regarding the RFP
Q: We may have questions or may want to request changes to the proposed contract. How do we go about that?
A: Please submit them with your proposal. We will review them and if you are selected LAFCo will negotiate on what we can. If a contract can not be agreed upon then we will go to the next chosen bidder.
Q: As it pertains to a statement contained in the scope of services section part 1, which states "...the consultant will be responsible for all data collection and analysis ...”
We assume that, notwithstanding this statement, all financial and statistical data maintained by the district and the city would be provided in a reasonable format as requested by the consultant. Is this assumption correct?

Q: Does this project require 3 separate contracts since LAFCO is paying for phase 1, the city is paying for phase 2, and the district is paying for phase 3? Our team plans to prepare our budget with these phases distinctively separated (but in a single budget) and will itemize them on the fee schedule in the proposal. Would this method be suitable?
A: We have three parts, not phases. All parts are to be completed together and presented in one report under one contract. Consonants will need to submit the invoices in a way that lets LAFCo know how much is being charged to each part of the report. Just as a reminder, should we execute a contract it is possible that part 2 or 3 may not be part of final contract based on costs for those parts and interest of the other two agencies based on proposal presented in the response to the RFP.
Q: The RFP asks to "clearly define and describe the proposed annexation methodology and evaluate the cost and revenue impacts on both the City and District." What is meant by the "proposed annexation methodology?" Is Marin LAFCo looking for (1) a description of how we would evaluate the annexation from a revenue/expenditure impact, service delivery impact/enhancement perspective, or (2) next steps in the annexation process, such as plan for service, LAFCo application, etc?
A: We are mainly looking for the what is in part 1 of your question. On part 2 since LAFCo is already involved in the process we will help them with the application but if there are items that are outside of the LAFCo process you are welcome to include that as part of a very high level understanding of steps needed to get the process completed.
